Grassley Investigation... A Religious Freedom Issue? By Mel C. Montgomery Reasonable people can disagree, and there are certainly a wide range of opinions concerning the propriety of Senator Charles Grassley's investigation of six major Charismatic ministries. I would like to share some thoughts about this development. At the first Kenneth Copeland meeting I attended back in 1981, I had to walk past Christian protesters who held up signs declaring Brother Copeland to be a heretic, a blasphemer, the Anti-Christ, a space alien, a litterbug, and that there were rumors that he also didn't recycle. Which is typical of the criticism we Charismatics have to endure, usually ranging from the untrue to the baseless to the ludicrous. Google Kenneth Copeland, Kenneth Hagin, Oral Roberts, or any other major Charismatic leader, and you will be presented with dozens of websites which usually misquote and misrepresent Charismatic teachings. We've endured alot from our Christian brethren. We are understandably sensitive to criticism and suspicious of motives and agendas. So upon hearing of Senator Grassley's investigation of six major Charismatic ministries, it is only natural for us to be concerned. Is this more persecution coming from our Christian brethren in the guise of an impartial investigation? Is there a hidden agenda here? Certain powerful political groups have worked tirelessly to remove prayer from schools, and any mention of God from the public square. Are they now making a frontal attack on us first, and then the non-Charismatics later? Should we view this as a suspicious intrusion of the Government into our cherished religious liberties? This is the time for some clear thinking. Let's examine this development from several angles including some of the individuals and ministries involved, accountability, accepted practices, scriptural instructions, etc. What I Witnessed Back in the Late 1980's In the city in which I lived, I witnessed something that has made a deep impression on me and affects my perspective on the Grassley investigation. It is a ghastly story. The Director of Schools in my city, which had a population of around 400,000, had finally retired after serving many years in the top administrative position. School Board members were aware that it was time not only to find a replacement, but to recruit one that would reform the entire school system, modernize it, and restructure it. Out of many applicants, they chose a man from out of town. With him not knowing anyone in the current school system, it was felt that he could make the major changes needed in a fair and impartial manner. Let's call the new Director of Schools, Mr. Jones. Jones came in full of optimism and new ideas. He had reformed other large school systems before. He began redirecting resources, changing priorities, modernizing systems, and initially the School Board could not praise him enough. But then he began to run up against an entrenched bureaucracy with political connections. He fired the head of a large department for incompetence. Let's call the fired department head Mr. Smith. Mr. Smith rallied the other forces in the city that were opposed to any changes, and he played the "R" card--the "religious freedom issue" card. Smith, a born-again Christian, claimed that Director Jones, who was Jewish had fired him because of his religion. Smith ran for an open seat on the School Board. His argument that this was an issue of religious freedom was picked up by the Churches in the city. I stood in amazement as pastor after pastor echoed the rallying cry, "religious freedom is at stake!" Was this an issue of religious freedom? No. It was an issue of incompetence and political maneuvering. However, as long as we got a fellow Christian into office, it didn't matter how many misrepresentations and false accusations Christians had to make along the way. The ends justified the means. Mr. Smith won the election by a large percentage. Playing the "R" card had worked. Now, he had the power to oversee his old boss who had fired him. He and other board members made Director Jones' job a living Hell. They opposed everything he did, questioned his competence, and claimed he was doing things for wrong motives. Mr. Smith and the new board members brought every reform to a standstill. After several months of a standoff with Director Jones, Jones either resigned or his contract was bought out--I can't remember which. He left to take a Director of Schools position in a major East Coast city. Playing the "R" card had worked though. Christians had managed to run the supposedly prejudiced Jew out of town. It was ugly. It was racist. I am ashamed to this day over how Jones was treated. This was certainly no glory to the Lord Jesus Christ. Strangely, as soon as Jones was gone and a replacement was found, many of Jones' original reforms and ideas were gladly re-implemented with a few cosmetic changes. You see, the political war had never been about opposition to unneeded reforms. Nor had this battle been about religious freedom. It had all been a naked grab for power so that revenge could be exacted on Jones for daring to fire a politically well-connected department head. This is not to imply that those who see Grassley's investigation as a religious freedom issue have any wrong motives. I don't believe they do. Some of them are friends of mine and I respect their opinions. However, I've lived long enough to see my fellow Christians sometimes do some very ugly things in pursuit of a political or personal agenda. And the more there is at stake, the greater the temptation to use any means necessary to obtain our goal. I counsel everyone to be very careful about how we react to Senator Grassley's investigation. Let us make sure this is indeed a "religious freedom" issue before we begin claiming we are being persecuted for our faith. Brethren, the Lord is watching. | Senator Grassley's Track Record Charles Grassley, a Republican, was elected to the United States House of Representatives in 1974, and was reelected in 1976 and 1978. He was elected to his senate seat in 1980, and was reelected in 1986, 1992, 1998, and 2004. Some are claiming that his investigation is an election year stunt. However, this is not an election year for Grassley. He is not running again until the year 2010. Grassley has a long track record for exposing waste, fraud, and mismanagement. Remember the Pentagon's purchase of $500 hammers, and $600 toilet seats? This Senator is the one who exposed all that and worked to implement oversight and new policies to keep such outrageous waste from re-occurring. He is quoted as saying, "Every tax dollar lost to waste, fraud or abuse cheats the taxpaying public and prevents the federal government from serving the public good." I don't think any of us can disagree with that. In 1986, he helped to craft and pass amendments to the False Claims Act which helped fight fraud and increased protections for whistleblowers. This year, Charles Grassley received a Lifetime Achievement Award from the National Whistleblower Center. Ten years ago, Grassley's Congressional Accountability Act required that Capitol Hill follow the same workplace safety and civil rights laws that regular businesses have to abide by. Some of the legislation Charles Grassley authored will help the Justice Department recover over $1 billion this year. As far as I can see, Senator Grassley has a long record of fighting waste and holding entities accountable for what they do with tax dollars or with their tax exempt status. Is Grassley guilty of unfairly targeting these six ministries? Grassley has investigated non-profits before. Namely, the American Red Cross, the United Way, and the prestigious Smithsonian Institution. In the investigations, the Senator identified and promoted changes in the organizations to insure accountability and honesty. His motives for doing so? I do not believe that he investigated them because he was prejudiced against blood donors, helping the less fortunate, or that he wanted to destroy historical relics. Nor do I believe that we can jump to the conclusion that he is prejudiced against Charismatic ministries simply because he is asking of them the same level of accountability that he has required in the past from other non-profit organizations, the Federal Government, and the Pentagon. His investigation of these six ministries is consistent with the type of investigations he has conducted for over 25 years. I see nothing out of the ordinary here. Does Grassley Have an Anti-Charismatic Agenda? The whispers and cat calls have already begun. Some have told me that Charles Grassley is a Baptist, and Baptists hate the "prosperity message," so there is no way this will be a fair investigation. I have been quietly, but bluntly warned, "don't be on the wrong side of the Religious Freedom debate." Again, allow me to clearly state that I do not believe that those who see this as a Religious Freedom issue are evil or have wrong motives. I believe them to be people of integrity. Reasonable people can disagree without being disagreeable. Yet immediately calling this a religious freedom issue gives me pause. Brethren, I remember the last time I was warned to be on the "right side" of the religious freedom debate--fellow Christians hounded an innocent man who was only doing his job, until they drove him out of town. | What evidence do we have to support the accusation that Senator Grassley, a Southern Baptist, wants to take away everybody's religious freedom? Use some logic. Even if he was prejudiced against Charismatics and wanted to take away our freedom, the only way he could do it is to pass laws that would restrict everyone's religious freedom--even his own and that of his denomination. How likely is it that he wants to throw away his own religious freedom? Is he "out to get" us, or is he simply doing the job he was elected to do? Grassley is a member of a Christian group that organizes the National Prayer Breakfast. Charismatics participate in that event. Have any Charismatic leaders who know and have worked with the Senator in this event stepped forward to claim he has made anti-Charismatic statements? None have that I know of. Before we make charges against this Senator of being prejudiced against us, I want to see some proof. The knee-jerk accusations against Senator Grassley, and the excuses being made to limit cooperation with him make little, if any, sense. "We're accountable to the IRS but not to Grassley."
Some of the ministries under investigation are actually claiming with a straight face that they are accountable to the IRS but not to Grassley. They neglect to note the fact though that Senator Grassley sits on the Senate Finance Committee, which has jurisdiction over the IRS. This Committee writes the regulations that are enforced by the IRS. How can some of these ministers argue that they are accountable to the IRS but not to the IRS's bosses on the Senate Finance Committee? I don't see any logic in that argument. This is a Political Stunt or Spectacle A political stunt huh? Really? Pulled by whom? Grassley has no record of pulling political stunts. He is also a Republican, and that party is well-known for addressing the religious issues that most Evangelicals care about. Why would Grassley want to shoot himself in the foot by attacking the very interest group that helps him win elections? A spectacle huh? Brethren, you ain't seen nothin' yet. If there isn't full cooperation by these ministers, Senator Grassley has the power to subpoena the heads of these ministries and compel them to appear before his committee. What will these ministers do on live TV under the bright camera lights when asked pointed questions? When he asks, "Where did the money go?" Will they reply, "I refuse to answer that question on the grounds I might incriminate myself?" Now, that would be a real spectacle! "This is an attack on our religious freedoms!" In what way? "Our religious rights are being taken away!" To which rights are you referring? Please be specific. No one is being told what they can preach or can not preach. All that is being asked is, "Where is the tax-exempt money going? Is it being spent for the purpose the donors intended? When you bought that Bentley and gave it to another multi-millionaire preacher, did you pay for it out of your own pocket or did you use donors money to do it? When you gave a $2 million gift to another wealthy preacher for his birthday, where did the money come from? And where did it go?" These seem like entirely reasonable questions to me. Senator Grassley's Statement "I’m following up on complaints from the public and news coverage regarding certain practices at six ministries," Grassley said. "The allegations involve governing boards that aren’t independent and allow generous salaries and housing allowances and amenities such as private jets and Rolls Royces. I don’t want to conclude that there’s a problem, but I have an obligation to donors and the taxpayers to find out more. People who donated should have their money spent as intended and in adherence with the tax code." Grassley has also said that he is not interested in religion or doctrine, just in tax issues. In over 30 years in the Congress or Senate he has never conducted a religious witch hunt before. I see no reason to believe he is conducting one now. What Do The Scriptures Tell Us? Concerning his own handling of a large sum of ministry funds received in offerings, the Apostle Paul wrote: "Avoiding this, that no man should blame us in this abundance which is administered by us: Providing for honest things, not only in the sight of the Lord, but also in the sight of men."--II Cor. 8:20,21. Paul said it wasn't enough to be honest before God. God requires that we also be honest in the sight of men. The size of the offering administered by the Apostle was chicken feed compared to the tens of millions of dollars that are commonly collected every year by major ministries. My friends, not long ago a buyer offered $1.5 billion to buy one major Charismatic TV network. But the founder turned the offer down because he wasn't interested in selling and declared that the offer was too low anyway. As best can be determined through estimations based on the few details that leak from the ministry's closed books, this ministry is believed to have $300 million cash on hand. That does not hinder them though from running unending appeals for money with every blessing imaginable promised to givers in return for their "sacrificial gift." | If Paul was so careful and open with a much smaller amount, how much more careful and open should our leaders be when we have entrusted them with millions of dollars in offerings and billions of dollars in assets? |
The US Federal Government is getting involved in this. So let's look at some things the Apostles wrote and did concerning Government involvement in the affairs of the Early Church. Peter wrote: "Submit yourselves to every ordinance of man for the Lord's sake: whether it be to the king, as supreme; Or unto governors, as unto them that are sent by him for the punishment of evildoers, and for the praise of them that do well. For so is the will of God, that with well doing ye may put to silence the ignorance of foolish men:"--II Peter 2:13-15. Except for a law that requires us to deny our faith or disobey the Bible, I see no scriptural ground for these six or anyone else to say, "well, we'll comply with this ordinance, but not that one, this request but not that one. We'll submit to a king [if we had one] or to governors, but not to a Senator. We're accountable to the IRS but not to the Senator that oversees the IRS." For us Word of Faith people who believe in the literal interpretation of God's word, we have to face the fact that "every ordinance of man" means every ordinance of man. "For so is the will of God. . . " God's will in this matter is crystal clear. Rather than avoid this investigation, I would think our leaders would JUMP at the opportunity. They could finally lay all the accusations permanently to rest. Each could say, "I've been falsely accused of financial misconduct by my enemies for years. Here are all the books. I'll answer every question. I'll present every receipt down to the last penny. In return, it is time for my critics to either put up or shut up!" Strangely, not one of these leaders has welcomed the opportunity to openly show everyone that their dealings are above reproach. Not one. This is a far cry from the Apostle Paul's attitude. Paul appearing before King Agrippa said: "I think myself happy, king Agrippa, because I shall answer for myself this day before thee touching all the things whereof I am accused of the Jews: Especially because I know thee to be expert in all customs and questions which are among the Jews: wherefore I beseech thee to hear me patiently."--Acts 26:2,3. Paul, falsely accused, truly was being persecuted for his faith. This was a genuine "religious freedom issue." He didn't hide from the investigation. He welcomed it! Even though this King was probably a corrupt, immoral, and deceptive politician, Paul humbled himself before this man and spoke nothing negative about him at this time, before, or after. This is a far cry from declaring that the Government has no business looking into our affairs, we can't get a fair trial because the Senator has wrong motives, we will decide which requests we will comply with and which ones we won't. Perhaps the office of an Apostle really did cease with Paul. I see no equal to him in our ranks. Lastly, let's look at what our Lord specifically said to us: "And ye shall be brought before governors and kings for my sake, for a testimony against them and the Gentiles. But when they deliver you up, take no thought how or what ye shall speak: for it shall be given you in that same hour what ye shall speak."--Matthew 10:18, 19. Notice Christ did not say, "When you are brought before kings, refuse to go . . . Limit your cooperation . . . Claim the king is biased against you . . . cry that you can't get a fair trial because the king belongs to a different denomination . . . tell the king you are accountable to God only, not to him." |
So why are some of us doing exactly that? Come on! Early Christian leaders were tortured, fed to lions, and burned alive. And our leaders think they are being persecuted if they have to show whether the luxury automobile they bought was paid for with ministry funds or out of their own pocket? Something That I Don't Understand I'm glad that the six under investigation are prospering. I've partnered with one of the six in years past, and I don't regret it at all. If any of the six came to my city, I would probably attend their meetings and give into their offerings. Having said that, there is something I don't understand: With these six and other major Charismatic ministries, why are they not more transparent concerning the finances that donors have entrusted them with? There is an alternative. These six and other major WOF and Charismatic ministries could join the ECFA--Evangelical Council for Financial Accountability. This organization sets high standards of integrity and audits the books of their member ministries to make sure they are in compliance. They look at organizational structure, composition of the corporate board, salaries, benefits, transactions, and see that the actions taken are within commonly accepted practices. This is a vehicle through which ministers can police themselves--which is what we claim we want. Current members include: Aglow international, Billy Graham Evangelistic Association, Campus Crusade for Christ, CBN 700 Club, Christ For The Nations, Concerned Women of America, Focus on the Family, Jews for Jesus, Joni and friends, Josh McDowell ministries, Derek Prince Ministries, Promise Keepers, the Salvation Army, and the list goes on. If Billy Graham ministries, CBN 700 Club, and Christ For The Nations can rise to this level of transparency, accountability, and confirmed integrity, I don't understand why these six and others can't do the same. ECFA sets very high standards: Members can't have numerous relatives sitting on their governing boards, and serving as very highly paid employees of the ministry. Board members have to be unrelated to the head of the ministry, and also have a professional area of expertise. Salaries, even for the head of the ministry, have to be within comparable norms for ministries of that size. This of course would still be generous, but not almost limitless. For instance, CBN 700 Club is a member and I don't see Pat Robertson buying his clothes at Goodwill, driving a junk car, and living in a shack. He has the clothes, the cars, and the mansion too--but it is absolutely clear where the money came from and where it goes. There has to be a clear organizational structure. It can't have a hidden structure with the ministry divided into for-profit and non-profit subdivisions with the lines blurred as to which owns what. All book royalties have to go directly into the ministry. Members can not use their TV programs to sell their books, CD's, and other materials and then pocket the profits, or even a portion of the profits. This would hit some national Charismatic ministers very hard, decreasing their personal income by hundreds of thousands if not millions of dollars. But when you buy a book from a ministry, do you expect the profits to go into the preaching of the Gospel, or into the minister's personal bank account? All of the accounting records have to be truly open for all to see. Members are not allowed to have their books audited by an outside accounting firm, but refuse to allow anyone to see the specific results, or to refuse to answer specific questions. Conflicts of interest are not allowed. A member minister couldn't just release an audited report showing $10 million spent on advertising, without also revealing that all of the advertising was done by a single company which is owned by his brother-in-law. There would be full disclosure of everything. The Result: Financially, we would be like the Billy Graham and the Baptists. By the way, when was the last time a national Baptist leader fell into immorality, became the subject of a TV investigation, or went to prison for tax evasion? In the last 25 years, eight national ministers have fallen in ministry. Sadly, all eight have been from the Charismatic or WOF branch of Christianity. This does not include those of our leaders who have had messy divorces including allegations of domestic violence. Nor does it include those like Carlton Pearson who have turned away from Christianity and become full-blown heretics. While some of these men of God have genuinely repented and been restored to ministry, and I am thankful for their restoration, I believe it is reasonable to say that those who fell due to financial misconduct would have found it almost impossible to fall had they willingly submitted to the oversight of the ECFA's audits and the required public release of the results. | Why has every national Christian leader that has fallen in living memory all been from our camp? Could it be because we Charismatics allow our leaders to have nearly absolute power over themselves and their ministries--and absolute power corrupts absolutely? |
This is by no means to overlook the multitudes of Charismatic and Word of Faith ministers at all levels who have lived honorable lives and stayed true to the faith. But when you talk about the top tier of national ministers in this country, and of them which ones have fallen, we Charismatics have pretty well cornered the market. Brethren, I'm tired of the same old run around. When prominent Charismatic ministers fell in the 1980's, everyone cried out for accountability, but little if any was forthcoming. Now nearly 20 years later, the same questions still arise, the same lavish lifestyles still abound, and the same secrecy is still practiced. There are organizations like the ECFA, but few take advantage of them. These and other major ministries claim their books are audited by outside firms, and that their ministry boards are independent. If this were true, it would be a small step to earning an endorsement from the EFCA. But national Charismatic leaders that fell in the 1980's and 1990's all claimed that their boards were independent and that their books were audited back then--right up to the day that each fell and two of them went to prison. God has given us all an additional 20 years to clean up our act, and some of the major ministries have done little or nothing to change. If we refuse to judge ourselves, and refuse to hold ourselves openly accountable, then I see the Grassley investigation as not only proper but absolutely necessary. To me, this investigation is not a religious freedom issue. It is simply time to clean up the joint and haul off the trash. Many Apostles, Prophets, and Healing Evangelists with all their gifts, tons of money, and 20 years have made no discernible progress towards cleanup. But Charles Grassley is on the scene with his work clothes on, with broom and dust pan in hand, and with a dumpster sitting out back. I say, let's let him do it. UPDATE: Since publishing this article, I am happy to report that Joyce Meyer and Benny Hinn have apparently fully cooperated with Senator Grassley by providing all the documents he requested. I commend them both for doing so. According to the Fort Worth Star-Telegram, Kenneth Copeland has provided a certain amount of material to Senator Grassley. The Senator has characterized the amount provided as falling "far short," of what was requested.
